Watch will not connect to camera

My watch opens the camera on my iPhone but displays "Connecting Camera" only, i.e., no connection is established. If I turn off the camera off on the iPhone the watch says "Camera app was closed on your iPhon." And "Open Camera". Pressing Open Camera on the watch opens the camera app on the iPhone but the watch just keeps saying "connecting Camera" with the rotating circles. What am I missing? I've tried turning everything on and off.
